How does Doctor Who copyright work?

Almost as hard to understand as canon and as confusing as Judoon poetry is the subject of copyright when it comes to Doctor Who. If you’ve ever heard whispers about who really owns what, and why Big Finish can’t make certain stories (eg Grace Holloway and Chang Lee from The Movie are out of bounds, hence why my Daphne Ashbrook story is her UNIT character, Captain Ruth Matheson), then look no further. Jonathan Bailey has an article on Plagiarism Today titled: The Strange Copyright of Doctor Who. In this informative piece he starts to explain just what is going on.
